Tom cruise eyebrows

So I've been looking at photos of this guy and it seems like he's squintmaxxing a lot of the time to get possibly the lowest set eyebrows I've ever seen, is it genetics that eyebrows can get that low or is it just cause he doesn't get caught off guard with his eye area relaxed?
